It seems like it would be a lot of work to maintain the layers and keep them at their proper lengths.

Unless your hair grows at different speeds on different parts of your head, I don't think you have to worry. I don't generally trim my layers at all or do anything different with them, and they're fine.

But Jack Sparrow is the only possible application of your beard and hair. Grow it out, you have the right shape of face, eyes, and nose to be a near-perfect cosplay.
In fact, you might not look half-bad with dreads.
Just do something about the Wo-Mandibles, please.
