well narutos track jacket has that wierd white thing so i kinda tried to make it look the same way with the ruffled collar or whatever that is...

That's what I want my avatar to look like, but the only problem I'm gonna have is getting the steel-plated ninja band. I suppose a getaGRIP one will have to do for now though.

You should have umm inexpensive ways of looking like naruto characters o.o

Mine cost about 8-9k for the whole outfit. It's not that expensive, considering it's a whole outfit. I'm sure there's some cheaper sandals, but I don't know.

That is a Kakshi avatar I made using Tektek.org, I had a friend that was dressed just like that, though he now looks more like the Anbu Kakashi.
