No. The Bothans enjoy to remain independent. But they are forced to support the highest power in the land if only a little.
But they play all areas of the board.

Forgive me if I remember this, but despite their neutrality, it was the bothans who fed the Empire false information about rebellion whereabouts, which led the emperor to directly punish the planet. At least, that's what happens in Empire at War. Maybe you've played it?

No. I havent.
But they were under the guise of supporting the Empire, they only got found out.
The Bothans were more in favor of the Alliance because it was more profitable for them to have the Republic in charge, it also made things glide a good deal smoother.

Even those who are neutral favor one side over another. They just don't go to the extreme of joining a side, merely supporting it.
You think Sweden wanted the Nazis to continue? No, even they supported the Allies, but not enough to forfeit there neutrality.
