are you trying to earn diplomatic experience? you should try setting up duty officer (doff) missions. They run on a timer- its best to always keep 'em running. They do stuff like that and you get experience, dilithium (dil), and sometimes other things.
You can refine dilithium ore from your inventory via the assests tab. You can use this to buy ships and many other things. Most of mine goes to the Fleet though, to help with projects.
EDIT: oh and if i wanted to shoot you why on earth would i send you to an entirely different dimension? That's a much harder shot.
