I tried to look for a pattern of such a coat, but it's not easy. XD I would suggest finding a pattern for some kind of military coat, but you'd have to alter a lot about it... I wish I could be of more assistance.

I promised a friend I'd help them make a Kisa Sohma costume, but I've never made anything like a sailor suit before, let alone a middle school version. Any tips on how to make it? Here are some examples:

When I plan a cosplay, I make a list of every single piece of the costume that I need, from socks to lipstick. Kind of like a grocery list.
Then decide where you want to start. Buying and styling the wig, making the dress, etc.

I'm not sure how much experience you have, so beyond that I'm not sure what advice to give you!

Okay. I'm not going to lie, Ice Queen is quite the challenge for someone who has never sewn before. If you are nervous about making it yourself, you could commission someone to make it for you.
But if you do want to sew it, I'd suggest taking lessons for a bit. Also, it's a good idea to learn how to use patterns, they come in handy when making a complicated costume.
For the makeup, Ben Nye is very good stuff. Don't forget to buy a setting powder and setting spray. It's really important to set your makeup so it doesn't smudge or get on other people if you hug them.

The skirt is just a basic pleated skirt. I can find a tutorial for you, but they are pretty straight forward C:

You could easily make a bikini top C:

It's just a basic triangle pattern and sewed together with whatever material you want to use (I used PVC vinyl for myself, others use spandex)
