I think people just want to know if he can DO it. Not whether or not it's plausible or whether or not he has a reason to.
The answer is yes, he is capable. But he'd really suck at aiming the damn thing.

He has Byakkugan, it isnt as good as Sharingan, but still.

Kakashi invented it before he had the Sharingan.

Neji can see the movements that are around him w Byakkugan, and if we're talking about Neji TJ, he can see far more than 15m. around him, so the closer the foe gets, the more effective the Chidori is.

Or waste precious energy that could be in Chidori.
