Whoa! 400 would be insane! I just need 100. And when you listed swoops, I assume you meant the swoop-bikey things? 'Cuz I can't use those, otherwise I'd just list hordes of landspeeders and be done with it. Nothing that's ground based, whether it walks, rolls, or hovers.
