I do think its an update.
The origional Vic was too slow for pursuit, so the Mark 2 had bigger, faster engines.
Superficially they look the same.
That's what I read as well, the arnaments and stuff are the same and all that.
The Mark II is actually a bit shorter than the I, and is much lighter armed. It was designed for Mass Production, Quantity over Quality (A broad generalization, but that's the absolute basic way it can be expressed) and the Mark I was designed to be a Battleship, and work in tandem with the Venator Attack Carriers.
And yes, the lack of missiles on the Two is dissappointing. The Missiles are my favorite thing about the VSD series...
