I think they did pretty good work on it, personally. I can say from personal experience that it is REALLY hard coming up with a 'game' from scratch. Especially if you've never really been taught anything about it.

surely as they're programmers, they have SOME clue as to how to do something like this, besides, its not THAT much different from towns, just more npcs, and a couple extra effects

It's true that it is mostly a modified version of towns. Just with some battle elements. I was expecting a bit more. Not to mention the enemies and stories are rather cheesy a lot of times. An there's not even really cute newbie enemies to fight either!!
