It's not hard. Soft Sole shoes, learn to scale a building, and avoid cameras, and learn to use a 3 inch hunting knife when it's held in a stabbing style, to do more slash kind of attacks.

With those skills.
You sneak around, avoiding detection of cameras, with the knife at the ready, ALWAYS at the ready, and when encountered with a person, wait for there back to be turned to you, sneak up, cover there mouth with your free hand, and slit there neck with the knife, while also, twisting there neck to break it.

There's also the Sniper Rifle method, but that's not as fun.
