All it consists of is rushing forward from a certain distance then hitting the opponent's chin with the space between the pointer and ring finger. If done correctly the opponent will be knocked unconscious or killed if not in an above average physical condition. It can be done from a closer distance, but it isn't as strong.

Biography:
Hotaru was never what you would expect from a ninja, he was always preoccupied with something else. If he wasn't doing his work in the academy he could usually be found in a slightly hidden area on a nearby island that was in the middle of a lake. He graduated near the bottom of his class and most thought he would never get past being a genin.
He spent three years being a genin and was always spending time on his missions collecting plants and sorting the out so they looked their best. Most of the other ninjas made fun of him for it but most of the kunoichi were friends with him and that made all of the other ninjas jealous. When he got to the rank of chuunin he was usually sent out on missions to barren landscapes so he wouldn't get distracted by the foliage. By a mistake he got sent to a rather large farm and watched in awe as they defeated multiple enemies with their what seemed to be rather simple plants. He tried to learn from them but for some reason he could never get it right. He would have given up but he got lessons from a master botanist on forming medicines and poisoning weapons.
After he got back to Kiriganei he started practicing by mixing rather simple tings that he could easily get his hands on, on his other missions and they worked with a rather high success rate. He didn't know exactly what it was that made them work so well but his persistence paid off in most cases. He stayed at the rank of chuunin for a couple of years and how he became a jounin would be a typical story for the village he was assigned to protect at the time but because he used his poisons for the majority of the battle the villagers were more impressed then they would usually be and sent back an exaggerated report of his actions that the other ninjas knew was exaggerated somehow as none of them could "kill a person by touching them."
Even though he was considered rather young he gained the rank of jounin at twenty and within six months was assigned a team of genin. He trained them towards their specialties hoping to get them strong enough so that they could stand on their own. After two years they had all become chuunin and were going out on their own, one of them got killed. Hotaru couldn't help but feel like it was his fault and refused to take another team and has been doing solo assassinations and the like for a while now.

Biography:
Kyosuke was always a rather basic person. He seemed to always be at the trailing end of his classes and didn't really excel at anything. However that changed when he got into a fight with someone else from his village and beat them to a pulp. He stopped just short of breaking their limbs because a ninja interfered and offered to train him. Since he didn't really understand the more complex things he tended to stick with the simple and refined them until they would work as well as the complex. Weapons however seemed to be his strong suit and his master took note of that and started training him in as many as possible and with the widest range of things possible that many people wouldn't ever think of as a weapon including oars, twigs, even turtles. While he doesn't normally get to use his abilities on missions as he is still the lowest rank he constantly trains with higher ranking people and attaches weights to his limbs to help him get stronger and faster.
