Please help me with puff sleeves ; 3;

Hello!

I was hoping that someone in here might be able to tell me how to make short puff sleeves for a shirt? Or, if not a pattern, then maybe (if it's possible) an alteration with a regular T-shirt?

If you were here I could show you how to cut and fan the pattern so its poofy, but its kinda hard to do in text and you sound pretty happy with the soloution you have.
