Well, first you can observe how other people have drawn them. You can learn a lot just by looking...at least this applies to me. There are also dosens of tutorials for eyes in deviantart...for both realistic and anime ones. The only tip I can give you is to start with eyebrows...those little buggers really help you align the eyes correctly. Then draw the outline of the irises under them and the lashes... honestly, there are too many ways to draw things and you just need to try them out to find the most suitable one for you. Keep practicing.
