Neighborhood from Sim City 4

I remember seeing somewhere in the instructions that you can create custom neighborhoods with Sim City 4 but now that I finally got it I can't figure out how to do it.

I don't own Sims City 4 but I'm guessing that you would just go ahead and create the neighbourhood layout in SC4 as normal with roads and water and whatever else you want and then save it before you start allowing buildings and businesses to spring up.
Then find the folder where that hood was saved and make a copy of it. The file should be a .sc4 file.
Then place that file in the following folder:
My Documents/EA Games/The Sims 2/SC4Terrains
Thats where all the existing hoods are stored that the Sims 2 uses.
