Nobody ever officially said or hinted that C. Falcon is gone, and there's a good chance that Lucas will have a ness color scheme.

I think he meant when the game's being released in their own regions. Which is probably around the same time, though Nintendo is weird and sometimes releases stuff like 4 months later to Europe.
