I think it depends on the handwriting and what your writing. If you already have bubbly cute handwriting then it's ok. If it was chicken scratch then no. It's not cute. If your writing a paper then no it's annoying. If it a few lines or a name then yeah as long as your handwriting is cute.
Me personally I used to do it to names only in middle school. Now I circle instead of dot my I's. I hate dotting them if I can't see them.

I used to do that, but it's not really a big deal, honestly.
I think that one should take a bit of artistic liberty with the paper as long as it's relevant to what you're saying. I see no reason why you can't dot your "i" with a heart if it's a love note. -shrugs- That's just me.
