Current captain is female, so yeah, essentially you could say this place is "ran by a girl." She posted right above you. Have you never looked at the listing of who the captain is on the main page before? And I don't find anything odd though about all the guilds somebody is in being female unless they were phobic of and/or prejudiced against females or if Gaia had a "no girls aloud! mad" policy. That's the only way I'd find it odd.
