How can I safely change compressed zip files, or .rar files to .package?

You have to extract them.
Follow this thread in the tutorials section to show you what to do.

Silly val. What you really mean to ask is:

"Where can I safely download a program to extract .rar files?"

I already told you how to extract the .zip filess ^^;;

In that case just google search for winrar. WinRAR is a perfectly safe program to use (I use it myself) and carries on letting you use it even though it says it only has a 40 day trial period.

yes you did... but whenever i exteracted a .zip file it would turn into .rar
