Gaia sets the price high to help control information flow. Gaia pays out the nose to keep this site up, the sheer number of servers it requires. There are users out there who have 20+ accounts they just made for fun. Imagine what they'd do if guilds were cheap. People would be making more guilds than forum threads.

5k isn't cheap to most people. I have a total of 10k. And it took me forever to earn. I might want to start a guild, but I can't because I'd be giving up all of my money and chances are no one would join and be active.
