Yeah a bit after the solid white line for the left turn at the light there's an entrance to a parking lot so really, if you go into that lane before the opening you'll be blocking people from going in.
Also, I was just about to go into that turn lane when some idiot started pulling into that lane to make a left turn into aforementioned parking lot.
