The built in Random Number Generator that decides where and when to throw all the random events? razz

I looked it up, luck doesnt matter for this certain event, and i have 10. And the reason i haven't found it is because it is probably the rarest one, 1% chance and only in places where none has happened before (i cant remember all of the ones that did).
Im quitting trying to force it and just hope i get lucky while exploring.
