I still haven't gotten a good answer to my second question. Like I said, my dad won't consider getting a gun until he takes a firearm safety course, so where is the best place to look for said course?

The DNR if you've got one.

As for other places, I have no idea.

The best bet I could think of is looking in the newspaper or online for a local place that offers classes. If anything else you and your dad could join the police academy for training.

If you want to know about your local safety classes ask around the local firearms store or gun range. Also your dad may want to check out an Springfield Armory XD sub compact in .45 Acp i know my dad loves his and it works great with people with large hands like me cause with the 13 round magazine it adds like an inch to the grip while the compact mag justs ends

My uncle had a M-45 Firestar. They come in various calibers and are compact, they were designed for concealed carry. http://star-firearms.com/firearms/guns/firestar/index.shtml I looked around and saw a price of $350 for the 9mm firestar and $400 for the .45

Spanish Star Firestar? I recommend 'buyer beware'. My mom has a Star PD, and it's a jam-o-matic. She used to shoot IPSC at it, and now she's second to none at a tap-rack-bang drill. My dad's Firestar 9mm that I shot wasn't bad, but with the PD like that... I'd be wary.

ETA: Also, IIRC, .45ACP Stars tend to shake themselves a bit hard, and they bust the ******** out of the plastic recoil buffer in only a couple hundred shots. My mom has a stash of a few dozen of them, and I think Dillon sells something that would work, but be prepared to replace parts on your gun once every couple months.
