And why should/would any of us give that information out on a whim?

Vouches are not something anyone in the Guild can give you. If one has the proper information, one can go to a list like Amber and Jet and get a vouch for someone. Though to be sure, one usually has to have a good reason for asking for one. The usual reason for getting a vouch, would be if one is checking out a perspective coven, it is usually a good idea to get a vouch for the HP/HPS to make sure that the Wiccan coven you are interested in, is actually a lineaged coven. Being a lineaged coven doesn't necessarily mean that it will be a better fit than an eclectic coven, but when one is seeking Wicca specifically - it is a rather important detail.

If someone is really Wiccan (British Traditional Wicca), they would have to be able to prove their lineage to Gardner.. It'd be a coven thing, but only where it concerns actual Wicca. Other path covens it's not necessary for.
Basically all a vouch is, is that an Elder or member of the High Priesthood of the various traditions of Wicca confirms a person's initiation is valid. They are giving you their word that someone's initiators are what they say they are - either because they know someone's upline is valid, or that they know a person's initiators personally.
Elders and Witch Queens and Priesthood talk to one another, even though they're spread out. Nothing happens in a vacuum.
