Toradora is really really cute, but The World is Still Beautiful and Ookami San and Her Seven Companions are both incredible. The World is Still Beautiful is about an arranged marriage between a Princess from the Principality of Rain and the Sun King. There are magical powers (kinda), lots of humor, and plenty of sass. The best detail of the series, though, is the opening. At first, the opening is the Princess walking alone through the halls of an unfamilier empty castle. However, as the series progresses, every character the Princess befriends appears in the opening. Its the same castle, but now with hundreds of familiar faces. Ookami San and Her Seven Companions is less romantic than The World is Still Beautiful, but it makes up for it with characters based off faiRY TALE CHARACTERS (as well as lots of cute fluff and character development). Every episode? A different myth or fairy tale. Also, we get one of the best love interests I've come across in a very long time: Ryōshi Morino. He gradually transforms from a poor tiny child who must be protect- oh, uh, maybe not? to Ookami-san, MARRY THIS MAN. I highly recommend watching the english dub of Ookami San. It might just be because it has the same cast as Baccano!!, but I'm rather fond of it.
