Cosplay Group!

Well My friends and I want to start a cosplay group but its a little hard since we live in Japan. And the fact that we three are in the military. I've been trying to find people that also live in Japan and would like to help create a cosplay group but everything has just been an epic fail. does anyone live in Japan? Or just would like to help start an international group and meet up at conventions?
