Edit: also, please don't pay anyone ^^" I'm not saying this for myself (I do things fo' free bro), but for your own sake. You can get banned for accepting payment for pokemon sprites, that why all shops that do recolors/slpices and trainer sprites are free. Since the base is copyrighted, then it'd technically be illegal to sell them.

Really, unless its a scratch (and I'm not even sure if Pokemon scratches are allowed, since the monsters in Pokemon are copyrighted aswell), don't give away gold for them ^^" Just trying to keep people safe.

This is the version that I came up with using Red's sprite. I attempted the mask as best I could.

We generally use MS paint. Simply get a hold of the sprite from any resource (pldh, bulbapedia, serebii etc.) and then if we want to edit it or adjust it in any way we do so in Paint.

Its really nice! Just a tip though, when spriting, save all sprites in .png form. It preserves the quality, since it uses such few colors! I won't anna get into detail, but it'll help. Alot.

Yeah, you can use it. I don't mind if I'm credited or not, and you might want to edit it to a lighter shade; it's a bit on the dark side :/ Oh, and yeah, its a scratch sprite smile

Kyah~<3. Thanks a bunch; I'll surely inform you if it ever gets up anywhere but here. For that matter if I have the chance I might take a whack at those mentioned tweakings if you really think they're that off. Seems perfectly fine to me for the most part though as is tbh.
