I'm going to have to provide a counter-point.
The thing is, this is just a stepping stone. It is a stepping stone that could lead to more. The internet should be free to us. So that we can do what we want on it.
Things like Child Pornography is already illegal. You may say that we need to block them, but think about it for a moment. If someone finds them than it already gets shut down. Being that it's already illegal, when they find it, they shut it down and arrest the guys in charge. In order to black list it as you propose, they need to find it. They can't block what they can't find. But when they find it, they shut it down.
If there really are Terrorist websites, designed to recruit Americans into their cause, don't you think it would be a little better to find these websites and use all the information you can get from it to catch the original terrorists? To stop the source before it gets too far?
If we allow Congress to allow internet providers to block certain sites, than next thing you know, they're blocking websites of other types. We'll lose everything to do with Torrents. I know it's not always exactly legal but I'm sure everyone's done it at some point. Especially anime fans. They've all done it at some point. After that, they could be all like, "We're gonna block your site because it's competition of this other site and they payed us more money." Then you could lose your favorite search engine or something because someone else had more money. We don't want this to happen. We want to be able to do what we want.
Another thing that might happen, is that there might be someone who decides, "We need to block all porn!" Now, you may not like porn, there are people who don't and I'm okay with that. I don't go browsing for porn but I will defend just about anyone's right to browse for porn. It is anyone's right to spend their time how they want within the law.
I just thought I'd make the counter-point known.
