You have to help the Boomers raise the aircraft from the bottom of a lake. Then ask them to aid you in the upcoming battle.

When the battle starts as you move through the dam, NCR side, the bomber will come along and bomb the hell out of the Legion's camp or troops. It makes just one pass though. You'll notice it.
