Mizuka sensed the pride's attitude might have been shifting. Throughout most of the proceedings, he'd been relatively quiet. He didn't like to...well, make any more enemies he supposed. The bridge between him and the Hongshan was already great. And his sister had more than accurately placed her vote before him. It felt good, solid even, to leave it at that.
But now he wasn't so certain. His body twists as the realization that they might be losing by just a few votes sets in. He hadn't planned a speech, but before he knows it the young male is out in front of the council. His tail swishes, and he tries to look anywhere but in the direction of family. "You must vote priority," he started. His bright eyes flecked around with hints of desperation. "You can't possibly know what it is like to have... been through what we did. This is no time to be naive!"
He placed his foot down firmly in the sand. "How can you say for certain that this will save any more people? We might lose more people this way, and make ourselves prime targets for outsiders." The very mention of the word made him shudder. "Don't be fools!"
----
While not involved in the council meeting directly, the white princess had settled herself down on the steps just below her brother and niece. Despite the direness of the vote, she'd yet to speak. Her heart was wrenched, but she'd seen suffering in the pride before. She still remembered the days before the rebellion, alongside Kimeti. All these things managed to make her heartsick. And now to think that they were to lose more...
She shook her head. In the end, while Kaanga might have been more inclined to equality, she trusted in her brother's judgement. She'd promised to serve him, and wasn't about to be choosing sides just yet. But a part of her was privately glad her huria children had already departed from this place.
With an affectionate glance towards Seide, Kaanga craned her neck up towards the regents. "Dark things in the desert," she mused cryptically. "But trust in the council's strength."

Azarax had known it would come down to this. To think something like this would have resolved simply would have been foolish, and the tan lion was anything but. Predicting outcomes was part of his job, and this, at least, he had foreseen.
Still that did little to ease the burden of casting a vote, of putting forth his own judgment for the better or worse of others. It pained him to have to choose, to have to favor some at the expense of others, and matters were made only worse by the experiences he had had as a father. The image of his newborn cubs ran roughshod across his memory. He loved those furballs with every fiber inside him, and he felt his heart ache at the thought of those little ones weakening without water.
But the truth of the matter was that those little ones were grown now, grown and able to make their own decisions. Azarax let a sigh slip from his muzzle. Every word seemed like a dead weight, but he had to let them out. "For the sake of my soldiers, I ask that we prioritize our water."
---
A little ways away from his father, Atesh could see the struggle in the tan General's eyes. Azarax had a way of frowning when things didn't go as he had hoped, much as he frowned now, and the dark lion could see how heavy his father's decision seemed.
And yet, he himself had still to cast his vote. He wished in that moment that he had his father's strength, that he had it in him to sacrifice some for the good of others, but he couldn't. There were children, there were lives... He flattened his ears against his head. For the first time in his life, it seemed, he was prepared to speak out against his father.
"I vote for equality."
---
The lioness watched the spectacle as if unfolded before her. For Mishaal, the choice was simple. The Simo had taken her in and given her a way out, an escape from a past that she had needed so desperately to leave behind. Azarax's army had taken her and trained her and turned her into who she was today. Without them, there was nothing.
She drew herself to her full height. "I vote to prioritize the water."

Closing RP Kidondo had kept careful count of the amount of lions who had gathered to cast their votes and throughout he had listened in stoic, unbroken silence. His eyes, still troubled, had watched intently the goings on of both the speakers and that of the lions who had chosen to stand by and listen. There had been good arguments for both sides and he could appreciate why there was anger and upset. Unfortunately, getting angry or upset would not solve anything. The matter needed to be dealt with in a considered and sensible fashion. With a nod towards General Azarax and the last to gather, the red and black lion stood and cast his desert-coloured eyes across the faces of those who still remained. Such a collection of lions they were, too. Old and young, newly joined and veteran members. Ex-refugees, hunters and even soldiers of the highest rank. "Take heed: this decision will not be taken lightly and all of your views will be considered." He paused, sharing a glance with his dark-pelted mate. "Thank you for your time." And with that, he stepped off the 'podium' and down onto the sands, pausing only a moment to wait for his daughter and mate. -- Su, with a sharp nod, got to her paws at the same time as her father, though she did not move to follow him. Her eyes were on the faces of everyone gathered, absorbing this moment to memory. She also sought the face of her friend, Elda, but apparently Fia's anger had scared the other one away. And she called herself a soldier... With a small sniff, she wordlessly leaned against her mother's side. -- When they returned, it was No that took the podium. Her eyes swept across the lions gathered. Severe. Those jade green eyes could not have looked more stony. When she finally spoke, she did so without much preamble: "Many have spoken today," Her sleek neck arched. "And have done so with passion and articulacy. " "The vote was close. Which means that no matter what we decide today, half of you will be displeased. I am forced, then, to remind you that this vote was of no casual matter. This was not a moment for factions to win and others to lose. I assure you, we are all losers in this situation," her eyes fell upon some of the more volatile members of the group gathered. "So stay your victories. They are not welcome. Those who cause problems will be the first to be left behind. Do not test our patience in this matter." As she spoke, her voice was taunt. It was hard to say if No was particularly enamored with the decision made, but one thing was certain: she was not kidding around. Once she felt she had let the thinly veiled threat sink in long enough, she moved to the announcement. "For now, the decision is to go with equal water rights for all members. Because of this, all members of the pride will receive less than they currently are drinking. All lions will be assigned shifts, and times when they may go to drink." She nodded her head in the direction of Azarax. "Members of the military will be asked to remain behind as we determine how the best way to guard what few reserves we have left will be." "Finally," she concluded. "Until further notice, all non-military ranks are to help the water-seekers. If we are to suffer together, then we are to work together." The black cat rose from her stand, and hopped down. "And that is all. I thank you."
