Dragunov.net was a little vague when they were describing this seemingly mythical Dragunov rifle that could both take straight up magazines and could be reloaded with stripper clips because of a supposedly larger feed port. In any case would anyone know the specific year that this particular Dragunov was manufactured?

It's not experimental it's just an early model from what I read maybe a couple hundred to a couple thousand made before the Soviet arsenals did away with the enlarged port and made the SVD strictly magazine fed.
