This harbor got its name during the one-hundred year war with the Fire Nation. Warriors would often leave here, and then never be seen again. Waterbenders would be taken here, and be lost to their tribe forever. It was known as the Farewell Harbor because it was a positive fact that you'd never again see anyone who left. It kept its name, in honor of the people who died during the war, and remains to be the center of sea-trade to this day.
You may dock your ships here, leave or enter the Tribe here, or simply hang around if that's what you want. The Harbor boasts a large population of sailors and fisherman, and as such is actually a rather lively village, rivaling one of the Tribe's cities.
