All sharingans are the same, but have different levels of developement.
Like normal eyes, they can differ a little.
Kakashi's was a hand-me-down (XD), so it might develope differently.

Kakashi got his from his dying teammate as a gift. Also I think Kakashi got to lvl 3.

First of all:
lvl1 = 1 swirl in one eye, 2 in the other. Sasuke achieved this to prevent himself from dying against Haku.

lvl 2 = 2 swirls in both eyes. He first showed this against Lee

lvl 3 = 3 swirls in each eye, he achieved this half way into the fight with Naruto.

Mange Sharingans (effectively 'lvl 4'): he may or may not have them.

And Itachi is BSing everyone, Kakashi got manges did he not?

Well in a way, Kakashi's mangekyou might be an actually one but not the true mangekyou because the Uchiha scroll stated that you must kill your best friend. And for a sure fact I'm sure that only a native blood of Uchiha can obtain Mangekyou, I just think Kakashi made a different mangekyou. But I must say, you are right about the whole lvl 1-3 though.

We don't actually know what the scroll says...other than the true purpose of the Sharingan...as for Kakashi, he basically forces the Mangekyou--without the bloodline, he can't actually use it without bad consequences. Personally, I wouldn't be surprised if the Mange(kyou) turns out to be some flawed version of the 'real' true form...for the true anime nerds, think SkullGreymon....powerful, but ultimately flawed and detrimental, as we see in Itachi: who appears to be going blind....
