Approaching, a tiny rose gold service bell has been set charmingly beside an ornate candelabra, ringing it produces a beautiful, musical note. So lovely, in fact, you just can't help but ring it again, and again, and again. Suddenly, and rather aggressively, a hand snakes up from the other side of the counter and slams the bell down. Stopping the last note abruptly. A Badgin glares at you over his spectacles, which have slid down the bride of his nose, and stands upright. One arm clutches a ledger. He releases the bell and fixes his gaze sternly on you. Obviously, he was in the middle of looking for something when you arrived.
Peering over his spectacles he stands tall and proper.
"Greetings, Welcome to the Permit office of Sardonia. I have everything you need for any establishment you would like to open." He waves his hand at his prized organized forms along the wall. Each one a different color for a specific type. "When you fill out your form please make sure you have chosen the right one, Green would be for Gardening for example, or maybe you want to open a place of food and drink that would be blue." He walked from behind the desk to point to each one respectively tapping a small sign above each stack of forms as he did so. "Now I do ask to please fill out the form to completion, I can't have work half done on your end. We wouldn't want to refuse your permit now would we." He goes back behind the desk. "Also" there's a long silence and he looks at you intently, something is different. His spectacles shine in a way you can't see his eyes for a moment and he looks slightly bigger than before. "I ask you keep everything neat and orderly and return everything to it's proper place. If not things go amiss you see." Tilting his head down again the glare covering his eyes shifts and he is boring his eye into you. "I do dislike disorder."
The atmosphere relaxes and he turns to go back to his prior task, with pause he looks back and smiles big "I hope your establishment is a success! Please come back for any other permit needs."
