Gai, i think cuz the sharingan needs to look at the persons eyes. And Gai just looked down.

I'd say Kakashi is better off because he has a broad range of attacks(Ninjutsu, Genjutsu, and Taijutsu) and even has summoning. I have never seen Gai use anything else besides Taijutsu(like Lee) and that creates a lot of weaknesses. Although I have to say that Gai has to be doing something right to compete with Kakashi(50-49 I think).
