Changing a lot to a community lot..

I dont know if this is said any where here. I looked through all the cheats but didn't find one to help me with this. sweatdrop How do I change my neighborhood lot into a community lot?Is there a special cheat or does it show on the game? I've tried many other ways but I have no clue whatsoever.The reason is 'cause I made this really awesome salon and I don't want a Sim owning it. stressed
