No pollution. Everyone would farm for a living or mine in a cave that would be nearby. There would be fantasy creatures of all sorts--pegasus, dragons, phoenix, fairies and pixies, mermaids, et cetera. And of course people would know magic. Simple magic, though--minor control over the elements, control of animals, minor shapeshifting, et cetera. But it's not like they need strong magic--the entire village is very peaceful and will probably never be stuck in war.

Chances are, it would end up being a cultural center, spawning great new painters, musicians, sculptors, whatever have you. In order to self-sufficient, it would be built along the coast and we'd have a thriving fishing economy, as well as farms on the outskirts to provide us with other things like livestock, dairy, clothing, et cetera. 'Support local economy' would be one motto of many and a lot of what we make would end up staying within the community or purchased by travelers, as I would make sure none of our stock went corporate.
We wouldn't be too far from a major highway, so people passing through on could rest in one of our rustic B&Bs and inns, hotels, motels and pretty much any other accommodation you could think of. People traveling in RVs and conversion vans could also take advantage of designated parking spots/rest areas to allow them to set up shop for the night and return to reaching their destination in the morning, or the morning after, or whatever have you. Inter-city bus systems and locally-owned taxi services would be made available to bring travelers around town if they don't have other cars.
My city would have a bustling night life, complete with bars, nightclubs, and a medium-sized resort casino built on a pier that juts out into the water, providing much needed revenue and employment opportunities for the local residents. Our bars and nightclubs would feature local and lesser-known bands that would play at least once every few days, and accommodations for them (if they're needed) would be given at a discounted rate of maybe 20 or 30 percent off to encourage more fledgling and obscure bands to come and play for the public, along with some bars having rooms set aside for bands to stay in for little to nothing. Almost all of our bars and clubs would be designated urban art areas, so anybody with a paintbrush or a spray can could come up and paint something on each side of each building to make them unique and really embrace the creativity in everybody.
Our local elementary and high schools would put great amount of funding into the fine arts over any other type of curriculum to instill in the future generations the importance of keeping anything and everything artistic in our lives. Things like sports in school would have very little funding, and those who would want their kids to take sports would be required to pay for things like their child's equipment, gas and food for away games, among other things. I would of course have a very extensive physical education curriculum, but would at all times encourage the use of one's mind over the use of one's muscles.
As for residential areas, things like mobile homes, housing and apartment complexes would be commonplace, but as a city ordinance the buildings themselves would need to be regularly maintained by each landlord above and beyond the 'building code' and, if a landlord refuses, each individual resident would therefore be given free reign to make the necessary repairs and maintenance to their own abodes. At that point, the bill for the cost of materials and tools would be given to the landlords who refused, forcing them to pay for maintenance anyways. None of this 'keep a building looking rickety to avoid paying higher property taxes' nonsense. Also, as long as it's within reason, each resident would be able to do renovations to their own apartments as well, getting rid of old, outdated appliances/electrical systems and installing new ones, to keep everything modern.
With regards to law enforcement, each officer would require a personality test to make sure he or she is equipped for the position, and there would be a series of checks and balances put in place to prevent things like corruption, use of excessive force, police brutality and other such things that are brought on by the frustration of disgruntled officers. On that subject, our town would be a proverbial thorn in the side of the state, as we would constantly be lobbying for funding to purchase the latest equipment for all of the members of our police force as a way to keep them safe in fighting any crime that may surface.
Back on the subject of buying local, we would have a very stringent size cap on big box stores like Meijer's, Wal-Mart, K-Mart et cetera to keep the corporations from running our local businesses out of business. If any citizens want that badly to go to those types of places, they'd only need to hop on the highway and drive maybe 20 minutes to the nearest metropolis for all those needs (my city would be strategically placed next to a big city to help with revenue).
