It was decided by Sasuke before he even defeated Orochimaru. Well Suigetsu was first introduced as a puddle of water, so maybe he is dehidrateing fast. Please let Karin open the door. please! please! please!

But Sasuke wanted to recruit Juugo, meaning he wasn't going to throw Juugo away after finding whatever he needs from Juugo's curse seal. There must be more to Juugo than that. Suigetsu...well, maybe he does it to get on Karin's nerves? ^-^;;; And also, Suigetsu didn't even want Juugo and Karin on the team...said they annoyed him or something like that.
