Blame the people who gave Blood+ an English dub, which means blame the makers of Blood+.

If you look at AS, they have some well dubbed anime and some that are crap. But all they do is air it.

The makers of Blood+ i.e Production I.G/Aniplex have nothing to do with the English dubb, we don't know who dubbed Blood+ plus (although it sound mighty like VIZ) But for now were blaming Adult Swim (hated them anyway)
