Marrying a rich sim!

so, i restarted Strangetown and as Olive Specter was dying, LOL. I was looking thru her memories adn noticed she married this guy, and in the description, it said next to his name, "a rich sim"
several of my sims have had this aspiration, and I've never guessed exactly HOW rich they should be. and if like, say the girl had the aspiration, would she have to propose to the guy?

I'm pretty sure that the person they're trying to marry has at least §35,000 + in his funds.

It shouldn't matter who initiates the marriage. Its like when Sims have babies, both the parents get the memory but its only the female (usualy if aliens aren't involved) that gives birth.
