From my understanding, when your sims die their relatives and people with a high relationship with them are supposed to get insurance. I never seem to get it:-/ Are there only certain times that they do or is there something I'm supposed to do?

In order for their relatives to get an inheritance, that sim has to have died of old age. Only sims who had a good relationship with this sim will get anything. Often you have to wait a little while before the money turns up.
