My sim is a Serial Shover!

So my sister and I share a neighborhood, and she tells me that one of my Sims has come over to two different houses of hers and shoved somebody! She says he just barges in, shoves someone, and leaves.

I looked into it, and my Sim isn't angry with the Sims she says got shoved, nor does he remember anything bad about them. Has this happened to anyone, or can anyone provide an explanation for this?

Does this happen when a sim has used the telescope? Because looking through the telescope during the daytime causes a sim from the neighbourhood to barge in and shove the sim with the telescope, because they accuse them of 'spying.'
