They all can be interpreted in many different ways.

When I read this quote the first thing I thought of was that a werewolf was bitten by a vampire. I still think that's what it means too. Jacob is always reminding bella that the treaty states that no vampire is allowed to bite a human. The treaty does not only say kill.

but when you read it in the books you never realize that it says 'human' so if a vampire were to bite a werewolf it would not be going against the treaty.

Also nobody would ever expect a vamp to bite a werewolf b/c they are enemies. and that would definitely be a huge issue.
A werewolf that can turn people into vampires...or were-vamps. heehee, were-vamp.
