I think that both of them loved her--in their own way. Hagi had been with her nearly his entire life--grew up with her, traveled with her, and fought with her. He knew her through all of her different periods of sleep and periods of consciousness, and no matter what happened, whether she remembered him or not, even though she slept for years on end, he still remained loyal to her.
For Solomon I think it was a more selfish reason--she was a means to escape from Diva, a means to freedom, in a way. He loved Saya because she was so innocent and had such pure emotion--something he did not see in Diva. Diva was dark and wicked, and her actions generally had either an ulterior motive or were devious on a whole. Saya fought to protect those she loved; she was 'human' in a way Diva could never be.
It boils down to the fact that Solomon wanted to feel loved, and so seeing Saya be so close to her family and her chevalier(s) drew him to her. Hagi knew her through the ups and downs and still loved her.
From the Myoubi bias? HagiXSaya is still my OTP, but I has a special place in my heart for Solomon always. <3
