1. As per creating a Mortal character, follow Steps 1 through 4.

2. Select Profession. Note Asset Skills for that Profession. Choose one free specialty in one Asset Skill.

3. Select Tier and Group. Tier 1 Hunters survive mostly on their wits and the help of their Cell. Tier 2 Hunters belong to Compacts - localized groups of hunters with additional resources and backup. Tier 3 Hunters belong to Conspiracies - world-wide organizations with hundreds of operatives and access to specialized equipment and abilities called Endowments. Default Tier for starting PCs is Tier 1. Tiers 2 and 3 must have ST permission first. Compacts and Conspiracies have additional subfactions, which may be selected at the player's discretion.

4. Determine Advantages: Morality (7 for starting characters), Willpower (Composure + Resolve), and Virtue/Vice.

5. Select Merits and Flaws. Spend 7 dots on Merits, the fifth dot in any Merit costs two dots to purchase. Note that many Merits have prerequisites. The player may choose up to one flaw during character creation. The player gains an additional XP point per chapter for role-playing the flaw, if that flaw hinders the character during the course of play. If the Hunter belongs to a Conspiracy, the player may buy Endowments as per Merits.

6. Spend Experience Points - 12 + May sacrifice up to 2 dots of Clarity for an additional 5 XP per dot. This represents a significant trauma in the character's past. The character starts with one Derangement per sacrificed Morality, and does not gain any additional compensation for these mental defects.

Compacts
Ashwood Abbey – A decadent Hellfire Club of bored aristocrats and professionals with a thirst for Occult knowledge and dedicated to experiencing everything that life (or unlife) has to offer.

The Keepers of the Source – Growing out of the 60's New Age movement of San Fransisco, this group employs militant tactics against those who steal their power from the blood of Mother Earth.

The Long Night – Evangelical hunters who believe the world is entering the end of days and fight the agents of evil in attempt to stave off Armageddon.

The Loyalists of Thule – Hungry for knowledge, this occult group seeks things man was not meant to know in places he was not meant to tread. Descended from the infamous Thule Occult Society which gave rise to Adolph Hitler, they now seek redemption for the supernatural knowledge used by Nazi Germany in WWII.

Network Zero – Network Zero uses radio, television and Internet resources to not only hunt monsters but also to publicize its existence.

Null Mysteriis – A society of skeptics and intellectuals who battle the supernatural in an attempt to prove it does not exist.

The Union – Ragtag blue-collar monster hunters, members of the Union work without government sanction to protect humanity against its most dangerous enemies.


Conspiracies
Aegis Kai Doru – Greek for "Shield and Spear," the Aegis Kai Doru searches the world for history’s legendary artifacts with which to bolster its numbers in its nigh-timeless battle against the forces of darkness. Members of Aegis Kai Doru have access to some of the world’s most powerful (and profane) Relics as an Endowment.

The Cheiron Group – A confederacy of international corporations, the Cheiron Group possesses great wealth and technology. Those who serve the conspiracy have access to the Thaumatechnology Endowment, which allows them to use the supernatural's own physical and metaphysical powers against it, at the price of their own humanity.

The Lucifuge – Is it a paradox for those who consider themselves the children of a fallen angel to hunt monsters? The Lucifuge doesn’t think so, hoping to earn its redemption by slaying the truly evil forces in the world. The Lucifuge’s Endowment is Castigation, unholy rituals that grant it power over its foes.

Malleus Maleficarum – In the Middle Ages, the Malleus Maleficarum wielded the power of the Church against vampires. Today, the Catholic conspiracy pursues supernatural monsters of all sorts with religious zeal. The Malleus Maleficarum uses its Benediction Endowment in an attempt to purge the world of monsters with these on-demand miracles.

Task Force: VALKYRIE – As part of a Joint Task Force, this covert government anti-monster brigade includes members from every branch of the military, foreign and domestic. It hunts by order only, slaying monsters where and when its higher-ups dictate. Task Force: VALKYRIE’s Endowment is Advanced Armory, high-tech supernatural weapons with which to fight the monstrous enemies of the human race.

Vanguard Serial Crimes Unit (VASCU) - Despite its reputation as a department of crack pots and screw ups, VASCU is in fact an elite unit of investigators within the FBI formed for the express purpose of investigating and containing the Slasher phenomenon. VASCU maintains jurisdiction over any case involving suspected serial murder. VASCU agents all have access to the Teleinformatics endowment - powerful psychic abilities that assist in investigating.

*** Cortical Adaptation: A lesion or tumor from a Slasher's brain is implanted into the hunter's own brain, allowing him to think like a Slasher. The inhibitor chip grafted between the implant and the hunter's brain allows the Hunter to switch the implant on and off and, in theory at least, prevents the murderous impulses from taking control. When taking this endowment, select a Ripper Undertaking and two Undertaking Skills. While the implant is active, the hunter gains a significant bonus to investigating Slasher related activities, as well as a free specialty in one of his Undertaking Skills and access to merits normally limited to Slashers. These benefits only remain while the implant is active, though the character may increase his Undertaking Skills at a reduced cost at any time. An experimental version of this Endowment allows the hunter to access his Undertaking's Talent as well while the implant is active. Doing so however causes him to be afflicted with the associated Frailty as well, and may cause the Slasher within to override the inhibitor chip. Use of this implant for extended periods of time has also been linked with high instances of cancer.
