Toddlers dressed in Undies?

I'll get straight to the point: Is it possible to dress toddlers in their undies or plan what they were for their undies by using a changing table?
I swear it was possible in the base game but now that I have Free Time (and since I had Seasons I think) the option isn't there, even when I go out and buy more undies for them.
If you can still do this then what EPs do you have installed, if any?

I don't remember ever being able to do that. I always wondered what the point in even having underwear for toddlers was.
