I'm pretty sure any and all tanks are street legal if the treads are rubberized and the gun is permanently disabled.

Like Fresnel said tracked vehicles, unless they have rubberized tracks, aren't allowed on roads.

Axle weight restrictions apply.

I'd assume it still holds water. When I saw it in person about a month ago it didn't have any rust or anything like that.

No, it's just that the weight of his hat collapsed his skull that on a normal person would have been reinforced by the presence of grey matter. You'd think the thicker skull would have compensated, but apparently not.
