I just got a call on my cell phone with a voice recording that said, "This is the office of National Security and Emergency Preparedness. This is only a test. No reply is necessary." Or something of that nature. And it repeated before I ended the call.

I used some of what I learned in my PI book to look up the number, and although local, it was unlisted.

It might have been just a random test. Now if it was the FBI, I'd look and make sure the Party Van isn't outside.

Honestly, it sounds like you signed your phone number up for a 'call me in case of local emergency' phone list. My old uni had that, for on-campus alerts (mad gunmen, psycho stalkers, prowlers, etc.), and they had one or two test-calls that they warned everyone about beforehand via email.

ETA: Maybe your parents signed you up and neglected to tell you? Either way, I think if the partyvan was testing your phone, they'd claim to be Domino's, or a telemarketing service, or something else inconspicuous and not-government.
