Downloading CC Help!? (Sims 3)

Well, hello there everyone!
Erm...I need some help with downloading custom content stuffs on the Sims 3.

Okay, so I know how to extract files and what not. I've done that...But it still wont show up.
I've got the Resource.cfg thing and I've made the Mod and Package files and I still cant install the CC to my game!
I've only been able to install some of them and that, I think, is the only ones that are the Sims3Package ones.

So can anyone help me?
How do I make a file .package?
Everytime I extract it it doesn't do .package like people say it should...It just says its a File Folder...
Please help me! sweatdrop

What operating system are you using?

I suggest giving the Install Helper Monkey a go. I use it without a problem.
It will install the resource.cfg for you if yours is wrong or you just want to use this one instead and then will let you put the packages where they are needed by double-clicking the files or right-clicking them.
