How Do I Make Cool Altered Photos?

Ok, so I would really like to learn how to do decorate photos. Not just making them black and white or adding noise, I mean like drawing on them and using textures, etc.

Do you have any tips or guides to help me?

Well, it would all depend on what you want to do with it.. You can download brushes that strike your fancy, let's just say some nice swirls, and load them into photoshop (I apologize if you don't have photoshop, it's all I use and know for the most part) create a new layer above your picture, and just put your swirls or what-have-you where you like. From there you can put layer styles on it to make it have a drop shadow, a glow, make it looks sort of 3D with a bevel and emboss, a stroke, etc. You can even change the blending mode to make other interesting effects. Overlay is a nice effect for something like that.

If you have an example of what you'd like to do I can either find a tutorial or be able to explain it better. ^_^

it really depends on how in depth you want to go with it...

i started editing pics with MS paint, and after a while i moved on to using gimp
there are plenty of tutorials on youtube that can point you in the right direction
