For me, it really doesn't matter. Although with most, it is the genre.

Usually it's just seeing a character that catches my interest, or an interesting title. If I think the title looks interesting, I read the back and if it still catches my interest, I read it. Though there were a few mangas that my friends wanted me to try, and now I'm hooked on them. Lol.

I judge the books by their covers usually, lol. If the art looks neat, I'll pick it up.
(This has already come back to bite me. I had no interest in Shaman King for the longest time cause the art looked stupid. I LOVE the series now that I've read it.)

In a book store: The art, the genre; maybe someone recomended it to me; maybe I already saw the anime; could've started reading it and want to continue.... the list goes on and on.
In the library: Whatever they've got that I haven't read yet.

I usually look for a cover with a lot of male characters and few or none female characters. Then I look at the back for the summary to make sure it isn't a trap. I won't lie to you, if I see guys on the cover acting friendly with each other, I'd probably just read it.

Sadly, I judge manga by the art. It's a bad habit of mine. Also, I always search for the shoujo ones, since it's my favorite genre. Also, if the story doesn't suck, it's OK. I hate manga that has a horrible plot! Also, I usually go for books by my favorite authors, like Arina Tanemura.

I pick up manga based on the art, genres, plot, feedback from people who have read the series, and the characters traits.. Not so much the art anymore, since it's the plot that counts, but the art is a contributing factor to if I'll read the manga or not.. D: And the characters traits because I'm getting sick of romance mangas with stupid girls or boys D:< But that's only if they're a main character.. If I find a manga that interests me, I'll read the first chapter.. The first chapter is usually what will decide if I'll read the read of the series.. o-o

I first look at the art, if I like the way the characters are drawn then I look at the plot. If I like both then I concider it for reading.
